The Challenge
The Health Quality and Safety Commission (HQSC) were established in 2010 with the aim of improving quality, safety and experience of care, by improving health and equity of all populations and getting the best value from the public health system. A brand-new organisation they needed to grow rapidly while handling large quantities of sensitive information. Being spun out of the Ministry of Health, they inherited a large quantity of existing content which they needed to export, migrate, store and use.
With pressures of data-sovereignty, public sector compliance obligations and Health Act, they needed assurance of safe-hands, delivered rapidly. The Spoke deployment model delivered a proof of concept within two weeks and completed the implementation in and roll-out in under a month; and offered a low-cost, low-risk approach to delivering productivity and content management services.
The Solution
Spoke provided the expertise, consistent point-of-reference and continuity of support from that initial organisation setup:
implementation of Document Management System using SharePoint, hosted local IaaS provider,
introducing team collaboration, enhanced search and retrieval and internal reporting solutions,
through to full platform migration to Microsoft 365 and SharePoint Online (2015),
establishing a new lite-weight intranet solution for communications (2018),
enabling and delivering workflows, reporting, and retention mgmt (2020 - 2023)
and setup for information protection services and security classification (2023 - 2024)
helping business teams identify, scope and define new solutions, and
providing platform strategy advice, key-role mentoring and developing operational model.
Maintaining active skills and knowledge, making it available for the Commission needs it as part of the team.
The Result
Building on a hosted server deployment, using the Traction™ model for delivery, Spoke enabled HQSC to deliver an Intranet, document management and project coordination in days and weeks, not months and years.
Since the first SharePoint solution Spoke have continued to provide HQSC with skills, knowledge and expertise when required to:
plan for business services when needed,
establish internal support capabilities through training,
build workflows for team process automation,
provide solution and technology assessments against changing business requirements,
deliver upgrades and adoption of new capabilities with Microsoft 365 platform, and
acting as the lead on Information Governance implementation to support Records Management and
now implementing Information Security Classification services

As part of the extended team Spoke provide regular review of changes to service, impact for the organisation and ongoing guidance around support, adoption and change management when using Microsoft 365 platform and technologies.
